SUMMARY

Since 5.18 provides new way to interact with widgets/panels AND removes ability to lock/unlock widgets it is basically breaking customization options for users who had locked widgets before update.

Plasma 5.18 should enforce widgets unlocking if they were locked before update.

STEPS TO REPRODUCE
1. Update to 5.18
2. Reboot

OBSERVED RESULT
Can't change panel layout, add widgets, etc

EXPECTED RESULT
Fully functional desktop experience

Confirmed, the Costumize Layout menu is inaccessible after upgrade to plasma 5.18. There is a workaround explained here

But this should not happened, especially on upgrade as users tend to checks their new system
