Mouse kcm inside system settings

SUMMARY
apparently related to bug 407464

STEPS TO REPRODUCE
1. open standalone Mouse kcm via apps launcher or krunner
2. close standalone Mouse kcm
2. open system settings > input device > mouse
3. 

OBSERVED RESULT
Mouse kcm inside system settings has extra vertical space
between checkboxes and radio buttons. Compare the attached screenshots please.

EXPECTED RESULT
standalome Mouse kcm and Mouse kcm inside system settings should have
the same appearance.
