Since quite a time, I have a scrollbar in my battery widget. See the attached screenshot. While this is technically irrelevant, it is a bit annoying from the user experience view since there is plenty of free room directly under the widget.
STEPS TO REPRODUCE
1. Click on the battery icon
Get a scrollbar.
Get no scrollbar.
Linux/KDE Plasma: Gentoo, Linux 4.19.97
(available in About System)
KDE Plasma Version: 5.17.5
KDE Frameworks Version: 5.66.0

The scrollbar is needed because the content does not entirely fit in the view. What I think you're saying is that the view should just be bigger in the first place. However no matter how big it is, if you have enough batteries, it will always become scrollable at some point.
You are right. The maximum height can be the height of my monitor minus the Plasma control panes. This is far more than the current setting.

[applets/systemtray] Increase height of popup a bit
This generally improves things for applets that can display a lot of
data, which are now less likely to become scrollable.
