Mock-up of Display Configuration asking user for authentication when applying settings so they can apply globally.

SUMMARY
Plasma’s Display Configuration system settings module doesn’t apply new orientations globally so the login screen remains on the old orientation. I don’t think many systems need separate display settings per user.

STEPS TO REPRODUCE
1.  Change display orientation with a multi-monitor setup.
2.  Logout and notice how that new orientation hasn't been applied to the login screen.

OBSERVED RESULT
Display settings are only applied to the user.

EXPECTED RESULT
Display settings should be applied to the whole system.

In general I think we need to come up with a way to allow admin users to apply settings globally instead of for just their own user. This would not be KScreen-specific as there are many other things I could imagine should be set globally.
