SUMMARY
Scroll Down and Scroll Up actions do not work correctly, instead of typical behavior like produced by Up/Down/Mouse-Wheel they increasing or decreasing speed of scrolling. So if stroke "Scroll Down/Up" several times a document start to scrolling down/up with fixed rate.

STEPS TO REPRODUCE
1. Use Scroll Down or Scroll Up actions

OBSERVED RESULT
Endless scrolling

EXPECTED RESULT
Fixed-step scrolling

SOFTWARE/OS VERSIONS
Linux: 5.4.15-arch1-1 x86_64 GNU/Linux
KDE Plasma Version: 5.17.5-2
KDE Frameworks Version: 5.66.0-1

Are you using a mouse wheel, or a touchpad, or  the arrow keys or pageup/pagedown keys? I don't see this issue with any of them.

Oh, sorry. Yeah. I added keyboard shortcuts for Scroll Down - J and for Scroll Up - K.

Mouse wheel and arrow keys work properly.

I don't understand, you added scroll up/down for j/k but j/k by default already go up/down, so why did you did that?

Also scroll down/up are designed by default to be continuous so you can set it a small speed and then just read while the thing continues scrolling.

So I don't really see where the bug is.
