SUMMARY
When battery runs low I get a notification about it, but it takes some time until battery icon becomes red. The same problem appears when I change the value of low battery level in settings on a level that is lower then current battarey charge.

STEPS TO REPRODUCE
1. Charge you battery to a level higher then the value of low battery level in settings.
2. Set the value of low battery level in settings to be less than your current charge or wait until your battery charge drops.

OBSERVED RESULT
Battery icon is still white(At Least for some period of time).

EXPECTED RESULT
Battery icon becomes red immediately.

Any chance you can update to Plasma 5.22 and try again? A bunch of changes have happened since you reported this bug.
