The mode switch option is disabled for org.kde.plasma.appmenu when the applet is placed on a vertical panel. For a horizontal panel everything works properly. Even if I place the applet to a horizontal panel or to the desktop, then enable single button mode and place the applet back to the vertical panel, eventually this setting is reset after reboot.

This is fixed in Plasma 5.26.
