SUMMARY
The dates in the "Modified" column are in the format specified by the overall region specified in the System Settings Module, and ignore a different Time format set under Detailed Settings.

STEPS TO REPRODUCE
1. In System Settings, set the overall region to United Kingdom (en_GB)
2. Enable Detailed Settings and set the Time format to Sweden - English (en_SE)
3. Logout and login as suggested
4. Open Dolphin and go to the detailed files view.

OBSERVED RESULT
The "Modified" column dates are in dd/mm/yyyy format (as expected for en_GB).

EXPECTED RESULT
They should be in yyyy-mm-dd format (as expected for en_SE).

Linux/KDE Plasma: Kubuntu 19.10
(available in About System)
KDE Plasma Version: 5.16.5
KDE Frameworks Version: 5.62.0

I cannot reproduce this problem with a overall region of Switzerland (de_CH) and the time format for en_GB, the Modified column dates are correctly in the dd/mm/yyyy format. Could you try a different time format (Venezuela might be a good one - they use dd/m/yy) and see if the problem persists?
