STEPS TO REPRODUCE
1. make sure you are using Breeze global theme
2. add Timer widget to desktop
3. click on Timer and hold mouse button until dragging/resizing mode is activated
4. hover over the buttons of Timer widget

OBSERVED RESULT
As we can see in the attached screen recording, the tooltips are unreadable

EXPECTED RESULT
readable tooltips

This affects all widgets that can show and hide the background.

This is fixed now.
