Comparison between 12h and 24 format.

SUMMARY
The 12 hour clock display format was clearly made to include a little bit of spacing on both the right and left side to avoid the text being too close to the panel edge or other panel elements. Apparently there is no such thing for 24h format, which creates problems with readability and is overall inconsistent.

STEPS TO REPRODUCE
1. Add the Digital Clock Applet and lock panel.
2. Right clock applet and select configure.
3. Switch the time displat to 12h.
4. Take a screenshot.
5. Do the same for the 24h format.
6. Compare results.

OBSERVED RESULT
The 12h format has a nice spacing on both the left and right side of the clock text.
The 24h format has 0 spacing on the right and left side.

EXPECTED RESULT
Both format should have the same spacing.
