SUMMARY
cannot reproduce on X11

STEPS TO REPRODUCE
1. right click on wallpaper > Add widgets
2. search for "network"
3. drag "network monitor" widget and drop it on desktop
4. right click on just added "network monitor" widget, select "Remove 'network monitor'" (plasma shows a "undo" notification)
5. drag "networks" widget and drop it on desktop
4. right click on just added "networks" widget, select "Remove 'networks'" (now plasma shows two "undo" notifications)
5. close the widget explorer by clicking on "X" button in its upper right corner

OBSERVED RESULT
a notification can appear behind another one.

EXPECTED RESULT
a notification appears above the another one

Cannot reproduce on Arch Linux (Plasma 5.22 beta) or neon unstable with
provided steps.
