Gestures for activating sticky keys cannot be turned off
SUMMARY

After unchecking 'Use gestures for activating sticky keys and slow keys' in the Accessibility system settings and rebooting, the option gets checked again, reactivating the gestures. 


STEPS TO REPRODUCE
1. Uncheck 'Use gestures for activating sticky keys and slow keys'
2. Reboot

OBSERVED RESULT

'Use gestures for activating sticky keys and slow keys' is checked and the gestures are on after reboot.

EXPECTED RESULT

'Use gestures for activating sticky keys and slow keys' is not checked and the gestures are not on after reboot or ever.

It's definitely regressed if it's the same bug.
