SUMMARY
As we can see in the attached screen recording, 
hovering effect is applied to icons behind a widget in dragging/resizing mode. Reproducible on both Arch (Plasna 5.17.5) and Neon unstable edition.

EXPECTED RESULT
no effect should be applied to icons behind a widget in dragging/resizing mode.

Cannot reproduce with the widgets I tried. Maybe this is a problem with that specific widget, what is its name?

The widget is System Load Viewer, removed from Plasma 5.21.

It's still reproducible on neon unstable even with Network Speed widget.
