vertical panel

SUMMARY
Screenshot shows 2 system monitor widgets in a vertical panel so they stack vertically (see #415982). They are both configured the same except the top one shows CPU and the bottom shows RAM. The bottom has no label as expected, but after restarting plasmashell the top started showing a label despite not having enough room (see #415981).

STEPS TO REPRODUCE
1. Create a vertical panel and add 2 system monitor widgets
2. Configure them to show only CPU and memory respectively
3. Open Krunner and enter: plasmashell --replace

OBSERVED RESULT
One shows a label, the other does not

EXPECTED RESULT
No labels should be shown
