Silly navigation bars why are you here

SUMMARY

If the window is small enough navigations bar appear even if nothing is hidden. I'm not sure if this happens in any other windows, don't really use falkon. 

STEPS TO REPRODUCE
1. Go to advanced options tab in appearence (in preferences)
2. Resize the window to a more compact size but with everything still in view

OBSERVED RESULT
Navigation bars for no reason. I'm attaching a screenshot.

Oops, I didn't add an expected result. Well obviously the expected would be no navigation bars.

On closer inspection, I think it does that because it borrows the "proper size" from the themes tab, which has a big box to select three themes - and on second thoughts why does it need such a big box for something no one is probably going to change. 

Maybe a drop down menu would fit better? Especially considering the consistency project. I think Plasma makes fair use of dropdown menus.

The scrollbars are same (I believe) all over the preferences dialog, not only the Themes section.

Just go and resize the preferences windows and you will see that the scrollbars shows and disappears at the same moment on most of the views.

On second thought it probably sets minimal with to show scrollbars based on the biggest previously opened "page".

So it totally seems intentional.

Intentional as: this is a good way for the windows to show scrollbars (WONTFIX) or as: this shouldn't be like this but that is how it has been designed?
