This is, of course, a very unusual situation, Which version of Windows are you using? Please note that reinstalling krita will have no effect on any settings and configurations. As a first step to investigating this, can you take a full screen .png screenshot when krita is running and you've used File -> New to create a new image. Then attach it to a reply to this bug report. Also, with a fresh new image in krita, can you do Help -> Show system information for bug reports and copy/paste the text into a reply to this bug report. If it's a very large amount of text, you can copy/paste it into a .txt file and attach that to a reply to this bug report.
I'm very sorry for your attempts to help me but I found out that Krita was working and my file was corrupted and then after that I made a new drawing and it started working again. I am terribly so sorry for wasting your valuable time and I appreciate you trying to help. And thank you! Have a nice day.

If that file opened with no problem but you couldn't draw in it, there are various possible explanations. One is that you have a small selection active that you haven't noticed. In this case you'd be unable to draw/paint outside that selection. You can test this possibility by doing Select -> Deselect to remove any selections. There are other possible causes involving layer opacity and layer blending modes that could be investigated. You seem happy to carry on so I'll set this to Resolved Not A Bug. If you have any problems like this in the future then please do report them if you can't figure out what's happening.
