SUMMARY

When you open a dialog near the panel (e.g.: kickoff), the part of the dialog that's near the panel is unnaturally more white.

STEPS TO REPRODUCE
1. Take a transparent desktop theme to see this better
2. Press the meta key to activate kickoff

OBSERVED RESULT

The part of kickoff (or any other dialog) that's closer to the panel is more white.

EXPECTED RESULT

Kickoff is uniformly blurred.

In more technical terms, I think the request here is for the blur effect to ignore the impact of any panels when it's applied to something that uses the Sliding Popups effect.
