I assume you mean: set in/out point in clip monitor -> right click into clip monitor and choose: "extract zone". If so this will be fixed in 19.12.1 with commit: https://invent.kde.org/kde/kdenlive/commit/d854b4f22af26e5211efc465be0e237287ea4307.
