SUMMARY

Let's assume the places panel is displayed. 
You can now additionally display a Tree view panel, which will stack on top of the places panel. (Like in the screenshot).

However, the tree view is very small in height and it blends into the places panel as the backgrounds have all the same color.
Furthermore it's not clear, that the planes panel can be resized vertically. There should be some visual hints.

Let's assume you have the tree view only but hide the places panel. If you now press F9, the places panel will just overlay the tree view.

IIRC the Tree view once replaced the folder list in the places panel and vice versa.
