STEPS TO REPRODUCE 1. Have a machine with graphical card Radeon X1200 2. in the terminal, type "kcmshell5 kcm_lookandfeel", return. 3. OBSERVED RESULT 1. You will see a popup containing samples of global theme, enclosed by a black frame, who hides the below text. 2. Weird. Is this still happening to you in Plasma 5.21? If so, is it just happening in the Global Themes page, or in any page with a grid of options?
I dont known. I have no usable linux with Plasma 5.21 on my old computer. Most of the distribs have not Plasma 5.21, but Manjaro 20.2.1 and Mageia Cauldron have. I have tried install them, in many ways, but none reachs a successful boot: the boot of Manjaro 20.2.1 and Mageia 8 (8 to upgrade to Cauldron) fails, because crash of sddm otherwise kwin_x11.

Yes. But the most time, with Mageia 8 and Manjaro 21, kwin or sddm crash; then I cannot use graphical system of Mageia Cauldron and Manjaro 21. I have succeeded use Manjaro 21 with the video-linux drive, with some issues of ghost window (closed window who dont be erased), or captured cursor. I can see black frame around images. Plasma version is 5.21.3.
Is there a big black rectangle over the sidebar too, if you use sidebar view?

Seems like a problem in the graphics drivers. I would recommend that you file a bug report for the Mesa devs. See https://docs.mesa3d.org/bugs.html.
