STEPS TO REPRODUCE
1. start Wayland session while no mouse is connected to your computer
2. use the apps launcher to search for "nouse" kcm and open it

OBSERVED RESULT
scroll bar is present despite there is no content to scroll.
Compare the attached screenshots.


EXPECTED RESULT
no scroll bar

On X11 unnecessary scroll bar is present regardless a mouse is connected or not.
