Opening Krita for the first time could take longer as resources are loaded into memory (after the first time, even if you close krita you OS will have some stuff cached). Without further information from your system it is very difficult to know if this is a bug in Krita or in your System (did you experience any windows update lately?). If this only happens the first time open Krita after a PC start then it is the later, and could possibly be considered normal. After all Krita is a big program.
