SUMMARY
My system was recently updated to openSUSE Leap 15.1. Since then, Okular no longer opens PostScript files. Opening a ps file in Okular shows as ps text. Ghostscript and libspectre are still installed but ghostscript does not appear in the configure backends dialog box. How can I fix it?

You're using an version of Okular that's more than a year old. I would recommend that you contact the openSUSE folks as they should be the ones to provide support for old software. The developers can only feasibly support recent versions.

Install the package okular-spectre to enable PS support.
It's not installed by default because of security risks, see https://bugzilla.opensuse.org/show_bug.cgi?id=1122797 .
