STEPS TO REPRODUCE
1. start Wayland session
2. right click on wallpaper
3. hover over "Create new..."
4. hover over any entry of "Create new..." submenu

OBSERVED RESULT
"Create new..." submenu immediately closes itself.

EXPECTED RESULT
"Create new..." submenu remains open on mouseover.

Also reproducible with the context menu of the task manager.
