Taskbars are not stackable.
Make it possible to display multiple taskbars, stacked, both arranged on e.g. the bottom.
User should be able to configure one bar with e.g. application starters only.
Below (=bottom), a standard Plasma taskbar.

In general the user should be able to stack as many task bars/panel at the same position as he likes to.


STEPS TO REPRODUCE
1. Adjust the standard task bar to "bottom".
2. Add a new task bar, also adjust to "bottom".

OBSERVED RESULT
The two task bars overlay each other. It's not possible to use both.

EXPECTED RESULT
The two task bars should be stacked, means: put on top of each other.
