SUMMARY:
When I click on update all packages, after a few seconds I get this error message:

Cannot obtain lock
E: could not get lock /var/lib/dpkg/lock-frontend -open (11: resource temporarily unavailable)
E: unable to acquire the dkpg frontend lock (/var/lib/dpkg/lock-frontend), is another process using it?


STEPS TO REPRODUCE
1. Open discover
2. Click on updates
3. Click on update all
OBSERVED RESULT
The error I wrote on the summary

EXPECTED RESULT
The app should have downloaded and installed the updates

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: 
(available in About System)
Lubuntu 19.04

This was solved after rebooting my computer. Do you still think it's worth keeping it opened and investigating?

That means your command-line package manager was open and/or in use. We figure that if you're an expert enough to use a command-line package manager, you can interpret the error message to figure that out. :0 It's a bit cryptic for sure, but it comes from the process itself rather than Discover, so we can't really improve it, sorry.
