Dolphin should refresh view whenever kernel’s inotify subsystem informs it of filesystem change. i've noticed dolphin not refreshing in neon, kubuntu, and now manjaro. i've simply gotten in the habit of adding redisplay to the dolphin menu bar because of this.
Cannot reproduce. Using 'touch' in Konsole shows the file in Dolphin even without pressing F5.
