However, only the ones from Breeze. EmojiOne's and Konqi's are fine.

These aren't emojis, they're old fashioned text substitutions emoticons that work only in certain KDE apps.

Confirmed, but we plan to kill this KCM so it may not be worth fixing.

This KCM was removed in the transition from Plasma 5.19.5 to 5.20.0 https://invent.kde.org/plasma/plasma-desktop/commit/3cd728de38b771c84c0cfdf68eac84715637e76f
