SUMMARY As per Okular moto, its "more than a reader" but not having the ability to create proper bookmarks means it's not really. Okular does offer Notes, but they are just hidden files in the directory, thus provide no portability. No hierarchy either. Even though adding the ability to create bookmarks would make Okular a pdf writer, please consider that having this feature would make it an unmatched FOSS product in this category.

Still, if file is moved elsewhere, links point to the old location, thus are not usable. And these are Okular bookmarks, not embedded pdf bookmarks.

Having wish requests be correct makes it easier for them to be taken into account, yes. *myself* have no interest in adding editing features to Okular, so I will ignore it anyway.
