STEPS TO REPRODUCE
1. Add minimize windows widget to the task bar
2. Open a few windows (Dolphin, Firefox, Okular)
3. Make any window other than the last one in task manager as active window (bring to foreground)
2. Click on minimize windows widget (added to the taskbar) to minimize all windows
3. Click on minimize windows widget again to restore windows
4. Notice that the windows are restored in the order they appear in the task manager and not in the order they were before minimizing


When you are working on a window and temporarily minimize all to check something on the desktop (or for some other reason) and then restore, one expects to get back to the earlier active window. But in this case, some other window will come to front.

Just found this: bug 368867.
Does that fix 'minimize windows' widget behaviour as well?
