STEPS TO REPRODUCE
1. make sure baloo is enabled
2. open Dolphin
3. right click on any file > assign tags > create new...
4.. type any tag and click on "Ok" button ("Tags" section appears in places panel)
5. click on "All tags" under "Tags" section
6. select the previously created tag, press shift+del and confirm deletion (apparently the tag was deleted, it disappeared from "Tags" section)
7. restart Dolphin

OBSERVED RESULT
the tag previously deleted is still listed under "Tags" section in places panel

EXPECTED RESULT
tags can be deleted while baloo is disabled

You delete a tag by deleting it from the tagged files.

Correcting the step 1:
1. make sure baloo is disabled

I can delete a tag from the tagged files, but such files
are still listed when I click on any deleted tag under "Tags" section
of Places panel.

correct steps

1. make sure baloo is enabled
2. open Dolphin
3. right click on any file > assign tags > create new...

5. close Dolphin
6. disable baloo
7. open Dolphin again
8. click on "All tags" under "Tags" section of Places panel
9. delete the previously created tag by pressing shift+del
(apparently the tag was deleted, it disappeared from "Tags" section)
10. restart Dolphin
