Generating a PDF out of LO and printing with Okular - doesn't work 10. Printing out of Kate - it works 11. Reboot - peripheral first, then pc - the same. 12. Test page out of systemsettings - it works. Print queue error message: "Filter fails" (LO and Okular) A few updates earlier there were no problems. Maybe up to Plasma 5.17.2. Today tested with KDE neon (neon-user-20191128-1117.iso) with Plasma 5.17.3 and it works.
I periodically get the "Filter Failed" message with my printer as well (an HP LaserJet p1606dn, which requires a proprietary driver). Reinstalling the driver fixes it. I had assumed it was a driver issue. Can you see if reinstalling the driver for your printer on the Kubuntu machine fixes it for you as well?
Reinstalling as I described it changes nothing. But there was another problem. Selecting a printer inside systemsettings5 failed because systemsettings5 said "forbidden" as I want so save it. As you can see the problem is inside KDE because the newest KDE neon version runs well. As I described it. If this problem were inside CUPS then KDE neon wouldn't run. I think the problem is inside the upgrade process of KDE of Kubuntu backports.
I have tested. KDE neon upgraded to 5.17.4 prints well as before. Kubuntu 19.10 today updated, with Plasma 5.16.5 prints well as before. Kubuntu 19.10 with backports today upgraded to Plasma 5.17.4 - it works! But the issue with systemsettings5 is alway there. I cannot config a printer because by clicking the Use button the message "forbidden" is shown. To change the driver is not possible.
You're reporting multiple issues, which makes it hard to figure out what issue to investigate. Can you clarify what the issue is?
Problem 1 My problem, which I have explained in the title, is gone. I already said it in the comment. However, if you want to see what went wrong during the upgrade process from 5.17.2 to 5.17.3, you have the choice. Problem 2 Because something went wrong. There may still be wrong rights. I told I cannot set a new printer or printer driver. So I cannot change the printer in the configuration. It was the update process. For me as a user it's the same. Printing and Printer configuration went wrong. In one case I saw message "Filter fails" but print works right. I know in most cases it's a cups problem. But the same software packages (plasma-desktop) produces no issue in KDE neon. This problem I saw only in Kubuntu 19.10 with backports. Same Desktop. Now Plasma 5.17.4. So, logically, the problem can be found in the backports. For the programmers behind there may be two problems. Or much more. I don't know. Again: I can only say that the printing fails. If the original driver from 2012 runs with KDE 4 + 5, and again with neon-user-20191128-1117.iso than it's not a cups problem. It comes from the update process. This is the only reason why I wrote this bug report. It is absolutely impossible for me to be the only user experiencing this issue. A really flawed mistake for a user he can not fix himself. I can not know which packages or modules are interlinked and which works together with another. The malfunction comes from the update process.

Just seen. https://www.reddit.com/r/Kubuntu/comments/ewvq20/cannon_configure_printer_forbidden/ I will test it again once Plasma 5.18 is in Kubuntu/daily-live/current (20.04 Beta).
Can you test this again with Plasma6 and report back? We believe this is fixed in Plasma6.
