Installation of kate 19.08.3 on Ubuntu 18.04.3 LTS via snap went well, but file menu options like Open.. and Save as.. do not work.
This is most likely an issue with the snap packaging. Do you know where you installed the snap from?

Peter I've just installed the kate snap and can confirm that these both work, can you please re-test and advise if this is still an issue.
