The plasma configuration settings indicate that if a dialog is non-opaque, the background should be BLURRED. Stick to that, since the desktop in its current version is unusable due to this.
This is using breeze theme.

Oddly, after switching back and forth between themes, things appears to work sanely again. But what a scare...
