SUMMARY
After suspend many of the windows on top are corrupted. Minimizing and restoring doesn't get rid of the corruption in VSCode but works sometimes in Chrome. This happens both in Debian stable and testing

STEPS TO REPRODUCE
1. suspend
2. restore
3. admire

This is an upstream bug that is solved in Qt 5.14.
Unfortunately, the bug will stay until you can update to Qt 5.14.
There is a workaround https://bugs.kde.org/show_bug.cgi?id=364766#c98 that may help.
