Normally, I use F4 to toggle between the Kate editor window and the Terminal. This stopped working after updating to openSUSE Tumbleweed 20191023.

Actually sorry, scratch that: for me it's the reverse. It used to be broken, but was recently fixed with https://cgit.kde.org/konsole.git/commit/?id=bbdf27cc9fee4cf40e7f2551769445b2146ec20c Can you compile Konsole from git master, quit and restart Kate, and try again?
