Panel icons flash and move around example.

SUMMARY

I use panel in a classic desktop arrangement so that there are 2 rows of icons, as shown in the attached video. When opening a new window or opening the menu the icons jump around everywhere. It's a bit difficult to explain, watch the video. Sometimes it is much worse than this.

STEPS TO REPRODUCE
1. Create a new Panel at the bottom and set the height so it will hold at least 2 rows of icons
2. Open enough applications so that the icons spill into the second row.
3. Open more applications and open the menu to see the flashing.

OBSERVED RESULT

Icons flash and move around as per the video. Windows shown in the virtual desktop overview flash. Highlighting on the top of icons on in the Panel can also sometimes flash.

EXPECTED RESULT

The icons should be stable.
