If the "file indexer" is not running for whatever reason, you cannot start it from "the obvious" location, aka "System Settings".

Instead you have to open up "Info Center" to perform such actions. (Please see attached screenshots.) IMHO doing such a setting should be placed where most people expect it to be. InfoCenter indicates to retrieve information rather than changing it.

Please consider moving this feature to "System Settings".
