SUMMARY:
When I press hotkeys for switching "next" and "previous" layer, timeline docker's cursor is not moving. 
And vice versa - when I click on a frame from another layer, that layer doesn't activate (brush strokes/transformations etc. only affect active layer and not the one I clicked)

I am sorry, this is actually correct behaviour. It prevents issues when copy-pasting frames.
