SUMMARY

It doesn't work if one of these tools is selected : 
Zoom Tool, Select Shape Tool, Text Tool, Caligraphy Tool, Reference Image Tool, Shape Edit tool.


STEPS TO REPRODUCE
1. Paint something on any layer
2. Select any tool mentioned above.
3. Try to 'Clear' the layer. (Through shortcuts, menu...)

OBSERVED RESULT
The layer stays the same.

EXPECTED RESULT
It should be cleared.
