SUMMARY
While browsing all photos an attempt to filter by tag name does not actually filter the view.

STEPS TO REPRODUCE
1. Having been in the browse view edit one photo's tags list adding the tag 'no_tag' 
2. At the bottom of the window add filter by tag
3. Select 'Tagged' in the drop down list and fill in the next edit control with the 'no_tag' value


OBSERVED RESULT
Nothing occurs, the photo with the edited tag list is still seen.

EXPECTED RESULT
The photo with the tag 'no_tag' is not seen

Filter shows only items that are Tagged with no_tag so this is the intended behaviour.
