SUMMARY
The view selector has a "Balises" icon and a "Balises" input window exists in the "operation" input window. I do not understand what these guidelines are for and I did not find an explanation in the documentation. Thank you for your help. Cordially

This site is for reporting bugs and enhancement requests, not for support questions.  Those are better suited for the mailing list (https://mail.kde.org/mailman/listinfo/kmymoney) or the forum (https://forum.kde.org/viewforum.php?f=69).

Tags have been available for a long time, and there is a chapter in the manual: 
https://docs.kde.org/stable5/en/extragear-office/kmymoney/details.tags.html.  It may not be completely up to date, but I looked quickely, and it seems to address basic use of tags.  Is Ubuntu packaging too old a version of the manual? 

As a basic explanation, Tags are similar to Categories, but use is optional.  They give you another way to organize or label transactions.

One question: were you looking at the manual in French or in English?  If the French version is out of date, then we need to bring it to the attention of the translation team.
