Every time I log in in the system, desktop widgets are unlocked even so when it was locked at previous logout.
I do not know if it is related, but  kargos-plugin that I put on desktop are in random positions and with random windows sizes.


STEPS TO REPRODUCE
1. Lock widgets
2. Logout
3. Login

OBSERVED RESULT
The widgets are unlocked (right-click on desktop to get the menu);
widgets using Kargos plugin are in different positions and sizes they are before logout.

EXPECTED RESULT
The state of "Lock widgets" should not change between sessions.
Kargos widgets should not change position and sizes during between sessions.

with ubuntu updates of Oct 30, 2019 this issue was, somehow, fixed.
I do not know what was the package involved. I just realized that, after the updates was in place. The symptom that I described, unlocked widgets, kargos and notes plugins are now acting as expected, so I am closing this bug report.
