I experience this issue with or without fractional scaling on Wayland in Plasma 5.19.3 with QT 5.15 on Arch Linux (AMDGPU driver). Not only does the cursor flicker, but the shadows look odd, and there is often artifacts on it.

We have made multiple changes to this area since the last report and cannot reproduce. Can you confirm if this is still an issue, ideally on Plasma 6 and reopen if a problem remains.
