SUMMARY
When receiving a notification that an SMS or a phone call has arrived, these notifications repeat like mad and takes a while to delete them all.
It seems to be worse when coming from a Samsung Android, it didn't seem to happen when receiving SMS from an iphone (i can't say for sure if this worked everytime as i don't have many friends with iphones that text me, all seem to be andriod).

This does not seem to be a problem for email notifications
I tend to reply to the SMS via the desktop and clicking reply, it can sometimes take a while for the reply dialog box to appear. 

STEPS TO REPRODUCE
1. make sure phone/desktop connected 
2. wait for SMS
 
OBSERVED RESULT
SMS - lots for repeat notifications every few seconds
Phone call - lots for repeat notifications every few seconds
Email - Just one notification

EXPECTED RESULT
Just one notification per phone action
