Resulting window when triggering the bug

SUMMARY
When enabled, the "Dialog Parent" desktop effect darkens the parent window permanently under certain circumstances.

STEPS TO REPRODUCE
1. Enable Dialog Parent in Desktop Effects
2. Open a window
3. Open a dialog for this window
4. Switch window or desktop while the dialog is still open
5. Switch back to the window
6. Quit the dialog
7. Switch window or desktop
8. Come back to the window and it is now permanent

OBSERVED RESULT
The original window is is permanently dark

EXPECTED RESULT
It should be back at normal, as there's no open dialog left 


SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Kubuntu 19.04, 2 different laptops

KDE Plasma Version: 5.15.4 and 5.16.5
KDE Frameworks Version: 5.62.0
Qt Version: 5.12.2

ADDITIONAL INFORMATION
The easy fix is to disable Dialog Parent effect

Oops, sorry. Can you reproduce this bug with other applications, e.g. Chromium?

Absolutely yes, I tried with Thunderbird, Firefox, KeepassXC and Okular so I assume that I could reproduce that with every single app on my system.

I am running Plasma 5.17 now and it didn't happen again on this version. :-)

Hmm, I can't reproduce this bug. Could you please provide a screen recording to demonstrate the issue?

The issue seems to be pretty rare on plasma 5.17. I'm having difficulties to find a pattern now, but it still happens sometimes. I'll come back here if I can get more information to work with.
