SUMMARY Right-click on desktop or system tray does nothing


STEPS TO REPRODUCE
1. Right-click on any part of the screen.
2. Right-click on panel.
3. 

OBSERVED RESULT Nothing happens. 


EXPECTED RESULT When right-clicking on desktop, the logout/widgets/configure-desktop/etc. menu should appear.
When on panel, the panel menus do. The configure-panel icon (bottom right) is also missing.

ADDITIONAL INFORMATION
The right-clicking on screen part has happened before, but was fixed quickly.
The panel part I wasn't aware of, probably didn't happen.
This has been happening for almost a week, no fix, I'm reporting it.

Let's see if you accidentally turned off right-clicking.

Click on the desktop, then hit Alt+D, and without taking your finger off of Alt, hit the S key. Click the "Mouse Actions category. Is "Standard Menu" what's bound to "Right Button"?

Mouse actions was <empty>.
I only got Add Action.
Which I did, set right-click to Standard Menu. Now I get a limited menu by right-clicking on the desktop, nothing on the panel.
I'll reboot and report.

Rebooted, Mouse actions is empty again, right-click does nothing on either desktop or panel.

So the problem seems to be that the mouse actions get reset on boot. I suspect a distro or user configuration issue at this point, but I'll keep the bug report open so Plasma developers can weigh in.

It won't be related to mouse actions if it's affecting the panel

Yes, they get  reset to <not there at all>.
Mind you, I can right-click - and get the desired result - everywhere else, just not the desktop or panel. And the Configure Panel icon (bottom right corner) is *not* there.

Still, after upgrading to 5.17, quite a few things started to break in Unstable.
CPU scaling stopped working, crontabs not executing...
I've moved to Testing (5.16.90) and all is well... for the moment.

I can still boot to Unstable if needed, it's still there.

Sounds like other things may have been at play here.

Are you able to reproduce this issue?

Not really. Haven't unstable for months.
Other things probably were at play.
If no-one else reported it, ignore/close.
