"Sticky Notes" is in Exception group in widgets , and after desktop widgets are in locked , it must be movable free , maybe by a title bar .

i mean , there must be exist an exception group of desktop widgets for movable future enabled when even desktop widgets are locked .

That has nothing to do with knotes though.
You are obviously talking about Plasma's notes widget that's part of kdeplasma-addons.

knotes' notes are actual windows, and it should be possible to move them like any other window, regardless whether desktop widgets are locked or not.

Yes, this is indeed *Plasma*'s notes widget, not knotes.

This should be fixed in Plasma 5.18 once we make "Locked mode" a mostly hidden thins for sysadmins and control freaks who want nothing to be movable ever. The unlocked mode will be made more usable so that you won't mind it being unlocked all the time.
