Now: file is opened in a new Kate window.

STEPS TO REPRODUCE

1. Open a file manager.
2. Click on file to open for editing.
3. Click on another file to open for editing.

OBSERVED RESULT

Result: two windows rather than one window with two tabs.

Following the discussion in https://www.reddit.com/r/kde/comments/d8fhdo/kate_from_the_command_line_no_longer_opens_in/ this should be fixed in some 19.08.x release.
