STEPS TO REPRODUCE
1. start Wayland session
2. open any app that runs natively on Wayland, let's say Dolphin
3. search for "display configuration" KCM in the apps launcher and open it
4.. change display scale factor from 1 to 1.2

OBSERVED RESULT
Dolphin and Plasma look blurry. 
Dolphin is not blurry after you restart it and Plasma is not blurry after relogin.

EXPECTED RESULT
Apps and Plasma are crisp immediately after fractional display scaling to be enabled.

Marking as confirmed. I think I experienced exactly the same behavior, also noticeable looking at the mouse cursor.
